Message	it's a government job, so they can't match private sector wages. as a result, people come and go often, so they have to have an easy system that joe blow off the street can master in no time. as we've found out though, these vb/asp type projects can get pretty involved at times and the very thing management is affraid of (only a small group of people knowing the product) is starting to happen.
